Requirements
for the Acquisition and Use of Controlled Drugs in Research and
Teaching Animals
It
should be noted that the following WSU Departments have their own
DEA licenses. If you are a faculty member in one of those
Departments, contact the department's purchasing person to acquire
controlled substances under their DEA license.
College
of Sciences - Eastlick Stores: 335-3313
College
of Veterinary Medicine - VCAPP Department: 5-6624
College
of Pharmacy: 335-9569
The
Controlled Substance Act mandates registration
for teaching and research facilities if controlled substances are
used. The Laboratory Animal Veterinarian Staff maintains a registration
in order to perform duties for WSU as required by the USDA
Animal Welfare Act and the Public
Health Service Policy in providing adequate veterinary care
(i.e. analgesia, anesthesia, and euthanasia). This registration
is also used to assist investigators in assuring that proper anesthesia
and analgesia is provided for research and teaching animals and
humane methods of euthanasia are employed when necessary.
Drug
Enforcement Agency
(DEA) registration results in certain responsibilities to both the
lab animal veterinary staff and the investigators who are issued
the drugs. Described below are some of the requirements you must
agree to when acquiring controlled drugs from the lab animal veterinary
staff. You are assuming certain responsibilities associated with
the use of the drug/substance.
Record
Keeping
- When more than a single dose is
issued, you are required to keep a record of use of the drug issued.
This is best accomplished by having a permanent bound lab/note
book into which you enter the drug received. You should keep record
of the date the drug was received and the amount of drug issued
to you. The log should be up dated each time the drug is used
with the date, amount of drug used, individual administering the
drug, purpose of use. No additional drugs will be issued to you
if it is found such a record of use is not being maintained.
Storage
& Security
- Controlled substances must be stored
securely. Do not leave drugs issued to you sitting on shelves,
tables, desks or in lab coat pockets when not in use. A locked,
substantially constructed cabinet with limited access needs to
be used for storage.
Disposal
- If the controlled drug issued to
you expires OR you have no further need for the drug, YOU
CAN DISPOSE of these compounds in accordance with DEA
regulations, or you can contact us for more information.
Your assistance in assuring DEA regulations governing the use of
controlled substances is appreciated. Any questions regarding controlled
substances or animal care and use should be directed to the OCV
at 335-6246.
