In
January 1997, a compliance issue necessitated issuing an Executive
Order to institute certain policies regarding the care and use of
research and teaching animals. These policy statements provide information
as to the authority of the WSU Attending Veterinarian, the Provision
of Adequate Veterinary Care, the Documentation of Animal Care and
the Reporting of Concerns About the Care and Use of Research / Teaching
Animals.
Laboratory
animal science and medicine, as well as the laws and guidelines
pertaining to the care and use of research and teaching animals,
are rapidly changing, leading to frequent, and often, significant,
changes. In addition, the public continues to express demands for
accountability in publicly funded programs. These circumstances
result in increased pressure on institutions to re-evaluate and
update their animal care programs at regular intervals.
By
setting forth in writing and issuing these policy statements, and
by developing additional statements in the future, it is WSUÆs intention
to prevent or minimize additional non-compliance issues.
The
policy statements will serve to provide clear lines of authority
and responsibility and provide individuals involved with the use
of animals necessary information such that the research and teaching
community will be fully informed regarding the animal care and use
program at WSU.
